Overview

The Directory of Utilitaris is a nation located in the Gran Izmurra region. It emerged as a consolidating power among the Tribal States of the area through rational governance and well-planned economic policies. The Directory is known for its generosity and openess toward external parties, its strong emphasis on justice and its commitement to efficiency in all aspects of state administration.

Geography

Utilitaris is located in the Gran Izmurra region and spans vast snowy forests and open plains. Its territory includes numerous large icy lakes, which shape both settlement patterns and trade routes, as well as mountain ranges to the south and east that form natural defensive barriers.

The capital, The City of Utilitaris, is the nation’s primary settlement and is located in the western part of the country. It benefits from a comparatively warmer local climate, sustained by continuous heat emissions produced by its extensive industrial infrastructure.

To the north, Utilitaris borders the Empire of Ashenheim, separated by the Iced Channel. To the east lies the Ikiriya Directive, a land marked by exposed ancient rock formations revealed by seasonal snowmelt, as well as ocean access. To the south, Utilitaris borders the New Anneimd Republic, beyond the southern mountain chain. To the west, Utilitaris is bordered by the Sanéan Ocean, which provides the nation with maritime access, notably to the Islands of Mykonos and Gottburg.

Society and Culture

Following the enactment of the National Identity Decree, all tribal affiliations, ancestral obligations, and customary bonds outside the authority of the state were officially dissolved. Inhabitants of Utilitaris, regardless of language, origin, or belief, were unified under a single civic identity as Utilitarians. While private culture and personal faith remain permitted, they are subordinated to the law and may not divide the population. This decree reinforced social cohesion, centralizing loyalty, rights, and obligations around the state and shaping a society defined by shared responsibility, protection, and purpose rather than inherited distinctions.

This central decree has lead the state to introduced formal uniforms for all Utilitarian citizens. These uniforms indicate an individual’s status within the Directory and reflect the importance of each citizen to the functioning of the state.

Government and Politics

Utilitaris is a unitary, centralized nation governed under utilitarian principles, where all decisions aim to maximize collective welfare.

The nation’s main institutions include the Director Council, which drafts and votes on laws by majority; The Directors, who execute laws, oversee defense and emergency powers, and ensures constitutional compliance; and The Independent Court of Utilitaris, an independent body that verifies the legality of laws, sanctions, and citizen disputes.

Citizens actively participate in governance through consultation, advisory roles, and civic duties. During times of crisis, all citizens contribute to national defense, either in combat or support roles.

Leadership continuity is strictly maintained: a Director is appointed immediately if the position becomes vacant, according to constitutional procedures. Abuse of power, corruption, or actions that undermine unity are prohibited, while political factions may exist provided they do not disrupt national coordination or defense. Internal disputes are resolved through law, The Independent Court of Utilitaris, or Council mediation rather than violence.

Military

Utilitaris maintains a relatively small military force, trained to ferociously defend the mainland in the event of foreign intervention, typically as a measure of last resort. Rather than relying on sheer military size, the nation’s primary means of defense and deterrence comes from diplomatic alliances and cordial relations with neighboring states, which serve to secure its borders and maintain stability within the region.

Economy

The Utilitarian economic model, known as the Pit Economy, is based on the systematic excavation of large-scale pits to supply the state with raw resources. Through this process, all extracted materials are centrally collected and stored for later use. Resources are either sold externally or allocated to the construction of national infrastructure and long-term development projects. The excavated spaces are subsequently repurposed for industrial use. Their underground position allows for extensive industrial expansion while reducing surface congestion and heat waste, enabling the construction and preservation of a functional and aesthetically refined capital city above. This design philosophy allows the state to remain largely self-reliant, but at the cost of significantly slowed construction, as excavation becomes increasingly time-consuming the deeper resources must be gathered.

Utilitaris primarily exports various types of stone and dirt, as well as quartz extracted from its excavation pits. Agricultural production from the Prison Colony generates surplus yields, enabling the export of wheat. In addition, extensive surface deforestation efforts have allowed the state to accumulate and export large quantities of spruce wood.

Religion

Utilitaris is home to two principal religious groups. The first is the followers of Frigorism, a faith centered on the reverence of cold and ice as sacred forces. The second is the followers of MonoGear, a religious movement that emerged as a reform of Frigorist principles, emphasizing structure, discipline, and the alignment of belief with civic duty.

Historically, Pyrannists lived in the western regions of the nation, but most migrated to the Holy Laianic Empire and converted to Laianism during the period of the Pyrannist and Laianic Crusade. Today, Pyrannism is considered extinct within Utilitaris, as no official records indicate any remaining practicing adherents.

First Era of Utilitaris

The First Era of the Directory was characterized by territorial expansion, the consolidation of internal governance, and the establishment of international collaborations. During this period, Utilitaris strengthened its administrative structures, unified its population under the principles of the Directory, and began building diplomatic and economic ties with neighboring states, laying the foundations for long-term stability and influence in the Gran Izmurra region.

Second Era of Utilitaris

The Second Era of the Directory was defined by resilience and strength. Following the internal crisis triggered by Director Venex’s assassination, Utilitaris leveraged its resources and institutional structure to restore order in Mykonos and Marrindor. This period saw the implementation of the Directive Doctrine, an administrative framework designed to reestablish failed states as autonomous and sovereign ones, reinforcing both internal stability and the nation’s capacity to project authority beyond its core territory.
