The Pyrannic State of Loire is a highly developed city state with a long history ranging from being the centre of a fallen empire to the primary city of the Pyrannic Church and residence of the papacy. Loire is almost entirely a cityscape, with large wheatfields and ongoing developments making up the rest of the land area.
